Assistant Manager – Tendering, Costing & Technical Support

Job Description:

The incumbent will be responsible for managing tender preparation, cost estimation, technical documentation, commercial analysis, bid coordination, and engineering support. The role requires strong technical expertise, commercial awareness, presentation skills, and the ability to coordinate effectively with internal and external stakeholders.

Roles and Responsibilities:

  • Review tender documents and identify technical, commercial, contractual, and submission requirements.
  • Prepare detailed cost estimates, pricing schedules, financial analyses, and commercial proposals.
  • Prepare Bills of Quantities (BOQs), technical specifications, compliance statements, deviation statements, and tender checklists.
  • Coordinate and participate in pricing review meetings before final bid submission.
  • Conduct risk analysis, cost optimization, and value-engineering exercises during bid preparation.
  • Ensure that all tender submissions are accurate, competitive, complete, and submitted within the stipulated deadline.
  • Maintain and regularly update tender tracking reports.
  • Prepare and review engineering documents, drawings, technical calculations, and reports.
  • Conduct site visits, when required, and prepare site assessment and feasibility reports.
  • Ensure that engineering submissions comply with client requirements, tender specifications, and applicable standards.
  • Prepare method statements, work plans, technical proposals, and project execution methodologies.
  • Review technical information received from manufacturers, suppliers, consultants, and internal stakeholders.
  • Provide technical support during tender clarification, negotiation, and project handover stages.
  • Prepare and deliver technical and commercial presentations to Management and other stakeholders.
  • Record, prepare, and circulate Minutes of Meeting with clearly defined action points.
  • Attend Organic Growth Meetings, Annual Business Plan meetings, tender review meetings, and other sessions as instructed by the Key Account Manager or Functional Head.
  • Prepare periodic management reports on tender status, costing, submission progress, risks, and pending actions.
  • Coordinate with local and foreign manufacturers to obtain technical documents, drawings, product specifications, and quotations.
  • Liaise with Supply Chain Management, factory teams, suppliers, consultants, and other functions to finalize technical and commercial inputs.
  • Maintain effective communication with internal and external stakeholders to ensure timely and accurate submissions.
  • Follow up on pending quotations, approvals, technical documents, and commercial clarifications.
  • Support cross-functional coordination throughout the tendering and project execution process.
  • Prepare engineering and project documentation in accordance with tender and project requirements.
  • Prepare compliance matrices, bid documentation, technical schedules, and supporting documents.
  • Maintain organized records of all technical, commercial, and tender-related documents.
  • Support post-tender clarifications, technical discussions, negotiations, and presentations with clients.
  • Assist in project handover and execution activities after successful award of the tender.
  • Support business development, market analysis, and project execution activities when required.
  • Perform any other responsibilities assigned by the Key Account Manager and Functional Head.
  • Maintain confidentiality and ensure proper handling of technical and commercial information.


Academic Qualifications:
  • Bachelor of Science (BSc)
  • Concentration/Major: Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical and Electronic Engineering, Industrial and Production Engineering, or another relevant engineering discipline from a recognized university.

  5. Additional Requirements:

    • Experience in infrastructure, EPC, steel structure, pre-engineered building, construction, power, manufacturing, or engineering-based organizations will be preferred.
    • Candidates should have practical experience in independently preparing and coordinating major tender submissions.
    • Sound knowledge of tender preparation, BOQ development, costing, estimation, and technical documentation.
    • Ability to interpret engineering drawings, technical specifications, contractual requirements, and tender documents.
    • Strong proficiency in Microsoft Excel, Word, and PowerPoint.
    • Familiarity with AutoCAD, ERP systems, estimation software, or other engineering applications will be an advantage.
    • Strong analytical, numerical, negotiation, presentation, and report-writing skills.
    • Effective communication and stakeholder-management capabilities.
    • Ability to communicate professionally with foreign manufacturers and suppliers.
    • Strong attention to detail and ability to work under strict deadlines.
    • Ability to manage multiple tenders and assignments simultaneously.
    • Willingness to conduct site visits and travel when required.
    • High level of integrity, accountability, confidentiality, and professionalism.
